§2 · Waiver cliff
No more §4872(c)(1) waivers
Starting Jan 1, 2027, waivers require a formal mitigation plan naming the non-compliant source, evidence of exhaustive search, removal steps, and a hard timeline.
§3(b)(i) · Indentured BOM
Trace every part to raw material
Contractors must submit a complete indentured Bill of Materials that traces components, parts, software, and materials back to raw-material origin.
§3(b)(iii) · FOCI ban
No unreliable foreign suppliers
Covered material from any entity under covered-nation ownership, control, or influence — PRC, Russia, Iran, DPRK — is prohibited across the supply chain.
